IB English B: Approaches to teaching

On page 15 of the Language B Subject Guide, there is a list of recommended approaches to the teaching of Language B. In workshops, I have discussed this list with teachers, but these discussions have very often turned out as unsatisfactory. The common reaction is something like "Well, hohum .. this is all pretty obvious - so what?" Does that mean that this list is useless? I would argue that it isn"t, for two reasons....
