Can anyone tell me where to find the official announcement for the potential inclusion of work in both the Process Portfolio and the Exhibition?

Terry, its official, don't worry. You can safely advise students to include resolved work in PP as long as it is clearly indicated. From the OCC: " So for 2017, the IB is permitting that students may include images of resolved works that are also included in the exhibition, in their process portfolio provided that they are labelled as such (see pages 46 and 47 of the Visual Arts guide - first examinations 2017)."
