- I partially agree Cameron, it could be a negative externality on production - pollution e.t.c. but there is also an externality created when the product is consumed - driving e.t.c. or pumping it around, which caused the situation in this case....

- I don't understand your response to his question. The mark scheme has question C has a negative externality on consumption. This should be a negative externality on production.
